For stars, spread corn syrup over a star stencil on a white platter; sprinkle with blue sugar. Dust off excess sugar before removing stencil. Repeat to make additional stars.
For stripes, place corn syrup in resealable plastic bag, snip corner and pipe wavy lines onto platter. Sprinkle with red sugar. Invert platter and shake gently to excess sugar.
