Preheat oven to 375°F. Line a cookie sheet with parchment paper. Spray with non-stick cooking spray.
Combine butter, sugar, corn syrup, flour, oats, walnuts and vanilla in a medium mixing bowl. Stir until mixture is thoroughly combined.
Place level teaspoons of batter onto the prepared pan, spacing them 4-inches apart (the cookies will spread to about 3-inches in diameter during baking.) Bake until golden brown, 6 to 8 minutes.
Cool on baking sheets for 3 minutes or until they hold together, then transfer to a wire rack to cool completely. Melt chocolate chips in the microwave on HIGH for 30 to 60 seconds, stirring after 30 seconds. Check chocolate every 15 seconds after stirring. Place in a resealable plastic bag with one corner cut off and drizzle over the cookies. Refrigerate for 5 minutes, if needed, to harden the chocolate.
