Combine flour, 2 tablespoons sugar, baking powder and salt in large mixing bowl. Cut shortening into flour mixture using pastry blender or 2 knives.
Beat egg slightly and add milk. Stir liquids into dry ingredients to make soft dough. If needed, add additional milk 1 tablespoon at a time to absorb flour.
Gather dough into a ball and knead lightly on floured surface until smooth. Roll dough to form a rectangle about 16 inches by 10 inches. Spread 3 tablespoons soft butter over dough. Stir together brown sugar and cinnamon; sprinkle evenly over butter. Sprinkle raisins if desired over brown sugar mixture.
Roll up, starting at one long end, like a jelly roll. Cut off 8 to 10 slices (about 1-1/2 to 2 inches thick).
Melt the remaining 4 tablespoons butter in heavy 10-inch skillet. Stir in corn syrup. Place rolls, cut side up in skillet.
Bake for 35 minutes or until lightly browned and rolls are done.
Invert skillet onto serving dish and serve immediately.
